Besides the striking appearance, what is the performance and sound effect of these fishtail-style exhaust pipes? I see them around a fair amount in these parts.

As a rule there is a pretty decent DROP in low and mid range power when going to any type of True Dual exhaust. But that is easily taken care of by using Thunder Torque Inserts in them. See Dyno Chart below-
