I know you don't want to hear this but if you can't get the stock cover to go on it's operator error. Is the rubber o-ring in place and are you spinning the cover in the right direction? It shouldn't be ths diffcult.

I completely agree that it is most likely operator error. That's why I asked because I was hoping someone might know something I dont. Everything is there and I've spun the cover both directions with no luck. I've done this before with no trouble at all so I'm at a loss right now.
It has finally stopped raining so I'll be back at it again tomorrow.
I did it the other day on my 07 softail. I have done it a dozen times and I had a little trouble. It screws in at goofy angle that does make it difficult.

I think if you'll try what I suggested above the problem will become clear. Keep us posted.
The cable screws in at an odd angle, slightly inward towards the motor and down which causes it to be difficult starting. .............. don't ask me how I know.
