I have a 2000 fxsts and it has a shake at 40 to 50 on the gas or off . I hav e had the rims tured and the head bearing replaced and still have the same problem . The bike has 20000 miles on it and knowone has been able to slove the problemm ,also the tires are cupping
Im sure the wheels were balanced again when trued?
Wheel bearings? any noise from there?
I would think only other place to check would be the forks or something in that area

On the forks, when was the last time anyone checked the oil or seals inthem?
If its cupping the tires front and rear it may need new seals and rear shocks and once they start cupping you'll play merry hell keeping them balanced properly.
Whatbrand of tires are you using? And the air pressure? On the front I run at least 42psi. Also I had cupping when I was running Metzeler ME88 Marathons. So I'm back to using Dunlops.
