YOU have to like the colour scheme.If one doesnt grab you more than than the other,wait a while.I go through phases where i like a paint scheme then a month later i think i'm glad i didnt get that.
If one really stands out for you,go for it.Your bike.Doesnt matter what we all think.But i know its good to get other opinions but that confuses things as well.
Thats the beauty of HD.We all accessorize differently and thats what makes our rides unique.
If your going to go with the full blown custom bike go with 1, but if it's a Fatboy that is a primary ride I'd go with 2. Bottom line? Your bike you decide! Both are nice.

I think it really depends on what you're going to do with the rest of your bike. Its nice when paint, wheels, bars, etc are all chosen in consideration of each other. I took another look at your sig pic, and the pipes look great. If you were going to go traditional, with bags, windshield, etc, paint set 2 would look great. Another direction would be to continue the look of your pipes, with a wicked chrome front end, slick nacelle, billet wheels, along with paint set 1. Just things to think about, not at all any absolute truths being claimed here.
