1997 softail won't go into neutral while running

First thing I'd check is the clutch adjustment.

It has been adjusted, it's not dragging, cable has also been adjusted.

Did you go inside the derby cover and perform the clutch pushrod adjustment? If not, you haven't adjusted the clutch.

Welcome to the club. My 92 likes to do that too. It gets a little better once warmed up. I find it shifts into neutral the best when coming to a stop, bump it down into first gear, and then kick it into neutral. Good luck.

You need to do a shifter pawl adjustment. If that doesn't do the trick then you have to start checking parts for wear

Also check the chain adjustment in the primary not hard to do.
