Default Rear Fender Rubber Plug - ok to remove?

Can I remove the rubber plug without it affecting anything? Since it is different from the flat plastic one with the HD emblem on it, the one that covers the hole for a seat fender nut, I am thinking it has another purpose such as holding wires or something so it should not be removed. The fender bib I want to put on does not lie flat with the rubber plug in. Thanks in advance...Bob Z.

Been wondering what went in that hole. Mine is open. Look under the fender and see if any thing is attached to it?

Impossible to see under the fender in order to determine if the rubber plug hold something, such as wires.

When it comes time for paint all three holes in my fender will be welded closed. Wires run in a wire run on mine.

So does the rubber plug I am asking about hold the wire run in place, up against the underside of the fender possibly?

My wires run down the right side on what I would call the fender skirt

Thanks. So I'll stay tuned since ideally I want to remove the rubber plug so the fender bib lies flat. The rubber plug is raised above the fender and with it in place the bib budges slightly.

I decided to just pull it out, gently, in case it was attached to something and it was not, it is just a rubber plug. I am not sure why it is rubber and raised and the other hole has a plastic plug but it is what it is I guess.
