I will take a pic of the service manual and my bike tonight but had mine apart last night and there was def a nutplate on the fender strap. U dont want those bolts longer they would be sticking into the fender well.

My fender straps had threaded bushings welded to them that fit into the holes in the fender and the fender struts themselves. So when you mount the fender, you can push the strap bushes in place and it holds the fender in place while you do up the bolts. I thought is was actually pretty good design.
Looks like your bolts are the right length, but your fender straps are missing the threaded bushings. Very strange.
Not the best photo, but you can see that the bolt doesn't protrude out as far as the metal fender strap itself. It's screwed into the threaded bush behind it. You can't see it but is about 3/8" deep or so and is on the other side of the strap.

Ona side note, what kind of exhaust are you running. THe tip looks good - would like to see the rest of it! Do you have a sound bite?
Two brothers exhaust ordered through revzilla.com. My sound bite doesnt do it justice. Theres a YouTube video from the manufacturer I will try to look for. Here is a pic.
When I was installing the exhaust the front exhaust nut was hand tightened. Not impressed with the factory at all at this point. Great bike, poor assembly. On one of he YouTube videos, john Maxwell was installing the same exhaust on the same bike and the same exhaust nut was cross threaded from the factory.
