600 miles would be it’s own problem if it were true....gaskets and seals don’t like to sit that long...even stored properly.
A dishonest seller...well that’s a potentially bigger problem. I’d avoid and look around for the right bike, or lowball and prepare for an intensive overhaul.

I rode one (BumbleBee yellow) about a week ago, and was amazed at how limber the frame felt compared to the new H-D bikes. While I love Springers, the front end can feel heavy. You can find a lot better bike at way less that 9900 to begin your H-D experience.
The asking price is out of line. Maybe offer half that, assuming you are capable of doing extensive work on it, because it is going to need it. I think the seller is full of it, so be careful when negotiating. $9,900 will buy a bike in MUCH better condition. If it were me, I would move on to the next bike - its a buyer's market.

Classic Bad Boy Harley's are sweet... $9900 is way too much for ANY bike you can't hear run... .. I wouldn't trust an owner that used and abused a classic bike that ....Move on..

That's one thing about Evo Softails. They're fun rides, but even I will readily admit the newer Softails are generations ahead in frame rigidity.
