Default 1988 flstc riser movement

Hey guys
noticed my handle bars on the bike has approx 1/2 inch play back and fourth and it is from the risers however I cannot tighten the bolt underneath as it is as tight as it is going to get . Would it be the bushings that need changing. By any chance

Obviously this is where I have play, bolts underneath from other side already tight

Where are the washers? And are the sleeves inside?

That’s the issue looks like a washer on top and seems to be rubber bushings peaking out that I can see . I got the bike as a project and just going over minor issues for now .

I would say they are worn, I would put a neoprene bushing kit in, Just my 2 cents. Ride safe.

Don't know if they're worn or not from the picture, Just that they're improperly installed.

missing the cup washer that goes between the riser an rubber bushing part 31

Not sure about neoprene - I use Polyurethane Handlebar Riser Bushings.

Get the kit with washers included. Problem solved.
