what is the simplest least expensive way to lower a softail?.....shocks?

also,can someone tell me what is the best sidemount plate bracket for softail which will keep plate closest to belt guard....I dont like the ones that stick out to far...trying to find something not too pricey.

Yes it is....I live in france, still not 100% legal but so far so good!!!!!
I bought the holder from DEBRIX on ebay, had the plate made up in England......
