Welcome to the forum from Texas.

Lucky for you that bolt is a knurled allen head versus a button head. Use vice grips to unscrew it.

If a metric Allen wrench will fit tighter might try this, might want to spray threads/bolt with Penetrating oil first.

If no go with metric allen may have to drill out center of bolt some for a easy out/extractor.

Heat will probably free it. Probably going to replace shifter anyway. Need MAP gas to just get bolt red quick. If its just spinning..

Thinking it is 5/16 hex. .312.... If you have a grinder and a 21/32 Allen, You can but a slight bevel on it and tap it tight. The pull as you turn.

Couple pieces of shim may jam it with 5/16 allen

Take a hacksaw blade through the slot & saw through the bolt... it'll come right off.

What kind of an Allen wrench are you using? From the photo, it looks like you still have some flats in the bottom of the cap screw. Use a flat end Allen wrench (no chamfers or radii) tap it down tightly into the cap screw and carefully try again.

Even if you take shift rod loose and roll it up to do that, the threaded end will will be in that radius turned in the splined shaft and not pull off. It's designed that way so even loose, it wont fall off. However loose, it usually takes out spline in short order. Probably not a good idea. But that fixed lever side is not that expensive ($42) if you cut it the other way.

Just don't hit the frame or you will have a $130 repair for a late model.

I dunno.... maybe. The shaft curves away from the bolt rapidly above & below center.

I say you try it & report back
