Default 422 RAP's w/relocation bracket?

Getting my gear together to have the 422 RAP's installed when my bike comes out of storage, for those of you that have installed them, do they actually require Harley's Saddlebag Relocation brackets? #90238-00

I think I already had the saddle bag bracket due to footboards.
But I don't see anywhere in the instructions that state you have to have the bracket.

Thank you, I was looking at the shocks on Progs site and they stated the relo bracket was needed, I may throw in with the shocks and if he doesn't need it he wont use it. Thanks.
