I had that on my 2007 and 2012 Fat Boys here in England. It closed one of the mufflers at certain revs, iirc to satisfy EU noise regulations. I had to fit a widget in order to disable mine without getting a Diagnostic Trouble Code. In the photo it looks like the widget is already fitted.

That active exhaust isn't required in CA.... yet anyways....

It's just for exports, the EU and maybe somewhere else...

I actually remember pushing my bike and coasting far enough away to not wake up my ex that worked nights and just went to sleep. And bump starting one kick start only bike in the rain! Run like Hell, have it in 2nd gear and jump on the saddle as I dropped the clutch. In full rain gear. I was younger then....
