Default Stage 3 vs 4

I have a new 2020 FLSL and I’m wanting to go from stock to either a 119 Stage 3 for $5k or a 114 Stage 4 for $4k. Different HD dealers. The stage 4 kit is on clearance because everybody wants the 131 now. Question is how does the cheaper stage 4 with the slightly smaller engine compare with a stage 3 that has 5 extra cubic inches?

The stage 3 changes intake, exhaust, tune, cams, and increased displacement and compression. Stage 4 will have stage 3 with SE heads and larger intake.
