In any case.... Progressive makes a heavy duty version of their 422 softail shocks, and they make the 422 RAP (both standard & heavy duty) which has a **** for easy preload adjustments...
You didn't say what year your Rocker is but considering they were made from 08 to 11 I would safely assume that it is at least 11 years old. I would suggest looking to new shocks as those are probably worn out by now. I just replaced my 07 Springers rear shocks last year with Progressive 422's and they are great. You might want to try to adjust the preload on the shocks just to be sure, but both of my Softails, my 09 Night Train and my 07 Springer had one side that was locked up and the other 2 were leaking. It is also cheaper to go with the Progressive shocks over the HD shocks. I had the Springer done under the extended warranty and the shocks plus install labor was less than 2 new HD shocks.
Since that bike is older you only have 2 options for shocks besides air. Progressive and Legends. I have never seen a comprehensive review of the Legends shocks nor met anyone that has them or had used them. The other downside with the Legends is if you want to change the trans fluid you have to drop one shock. There are tons of reviews on the Progressive 422's both Rap and Non Rap versions and the are for most part all positive. Good luck on your project.....
