2008 Rocker C losing power

The speedometer not working is usually caused by a dirty (you can try cleaning it) or a failed VSS (Vehicle Speed Sensor).. It can also cause stalling when at idle... Other VSS issues are the turn signals failing to self cancel....
Idle/stalling issues can be caused by the IAC, but the IAC won't affect the speedometer... More likely, with a loss of speedometer function, a loss of speed data can affect how the IAC controls the idle... and cause stalling...
I would pull the VSS (it's on the trans) and clean it off... If you find it with a bunch of metal filings on it, cleaning it off may work....
Here's a video about cleaning the VSS.... it also talks a bout replacing it, but your VSS connector will be behind (forward of) the splash guard, in front of the rear tire.. NOT by the battery under the seat like in the video...
If cleaning it doesn't work, you can test it to see if it's bad... I'm not a fan of throwing parts at a problem without a good diagnosis of the problem, especially because removing the VSS is easy, routing the wires/connector of a new one on a softail, can be a challenge...
Good luck with your repair... report back if cleaning doesn't solve the problem..

I've never owned, ridden, worked on, or even seen a Rocker C in person..... I was totally unaware that it does not have the rear splash guard between the tire and the electrical bracket like other softails...
While I have no hands on experience with your bike.... the parts finder shows it has a different electrical bracket cover just forward of the rear wheel .... It's #18 in this picture...

So shy of removing that cover to see if you can locate the VSS connector, I would suggest getting an HD Service Manual for your year/model of Rocker C...
I believe it will be in the 2008 Harley Factory Softail Service Manual #99482-08. You may be able to get a used one cheap on eBay, but beware, there are some used versions (and definitely new versions) on eBay that are charging more than you can get a new one from Surdyke.com..
