I got the cap as tight as I could and its still dripping slowley.. is it possible to lossen the pinch bolt and try and push the fork tubes up or am I going in the wrong direction?? Also can I take the caps off the top of the for tubes and replace the seals or is the spring going to fly out!??

Your leak may be one of two places, the plug or the cap. You'll need to loose the fork leg from the top tree (after removing the wheel, fender and caliper) to accurately diagnose where your problem is. The cap is not under spring pressure. The plug that the cap threads into IS under spring pressure.
Are you saying I can't even take the cap off without removing the wheel?
the link was for a parts diagram it didn't have any information about assembly

Can I remove just the caps on the top of the trees and replace the metal washer and the rubber O rings on the caps and start from there?? I bought a seal kit and fluid thinking I would need it so I have the rubber rings and the metal washers.. I guess what I'm asking is can I remove the drain screw on the forks, take the caps off , refill the fluid, and replace the rubber o ring and the metal washer on the caps without removing the forks or the wheel?? (I don't have a jack/stand)
I appreciate the help by the way it's bike week and it's kinda time sensitive 🥺
