I also have the Skull footpegs and was having the exact same issue. Changed out the washers and even bent them a little more. It didn't work. Finally I got sick of it and during the last service I had them fix it for good. They used bolts and nuts. They are pretty tight now. Much better.
You got a part number for that? Just ordered some stuff from hd... might be able to add it before it ships downunder...

Yea, that washer is important. I guess we are all assuming that you have replaced the stock pin and C-clip that comes standard with the light rubber pegs.
Harley sells a chrome set of torx bolts and hex nuts that replace the stock pin and C-clip. When I went to the heavier after-markter pegs, I NEEDED to pinch the post openings by really tightening the new torx bolts to keep my pegs from wandering down for a ghost rider.
Today I went down to the dealer and got the "Bullet Tip Footpeg Bolt" Part Number 94133-01. It is a pair of bolts with loctite applied, a pair of chrome washers and a couple of crown nuts. I removed the c-clip and the pin and slipped in the new bolt, washer and the crown nut. Works great! Just did a ride and the pegs stay up now!
A chrome bolt and crown nut would have also worked, although Lowes / Home Depot does not have much chrome :-)
having the same problem as all - i think it has a bit to do with the weight of the custom pegs to stk. Anyway I have just reversed ( and slightly bent ) the std washer and put back, a 2-5 min. job each side- just come back from a hour ride and pegs stayed up .... a simple fix.
Interestingly the dealer had told me nothing can be done !
