I am thinking about putting a set of Vance and Hines Slip Ons on my 22 Street Bob 114.
First question is, where are the catalytic converters located on my bike? I have a set of used Slip Ons that will fit my bike, they do not have baffles or anything in them. I was thinking of putting these on and maybe adding DK Thunder Torques for sound and some back pressure. Are the Catalytic Converters in the mufflers on my bike?
Second question is, if I remove the catalytic converters and put the Slip Ons on, do I need to tune it?
The cats are located in the slip on mufflers. The new production V&H slip ons contain cats now, so if you're looking to cat-less you'll have to find an older set or go with a different brand. The TTI's will change the sound/note of the exhaust and aid in anti-reversion but not add back pressure. Back pressure in all aspects is non-desirable, what you want is exhaust scavenging and reduction of reversion to help with exhaust flow/velocity.
No need for a tune, the M8s have enough adjustability in the fuel tables to account for a freer flowing set of slip ons.

Actually, you can remove the stock baffles and replace them with competition baffles which do not have cats. This is true for the Twin Slash and Big Radius. I'm not sure about other models.
i just did this a couple weeks ago.You can see some details in this video.
