I have a Street Bob, although a 2013 special order bike with a 103 and it's a hell of a touring bike, Believe it or not.. even with the stock suspension. The 08 would be a very good purchase at 6K for a 96" Dyna and can easily be upgraded to a 110"er..
With that said the 21 is also a very good deal and is a much better platform, there's so much more you can do with an M8 if you ever want to increase it's power and they have good power to begin with. The only thing I don't like is spoke rims I would have to change that..
I would hold out for the 21, you'd be much happier in the long run..
