It's a stock harness for different models
The wire's for a light yours doesn't have.
Use a multi meter and test it, see what makes it do something.

Depending on market HD either powers the tail running light from the lights fuse circuit or the accessory fuse circuit.

The difference is in the international markets it allows a low level front light and rear light to be turned on as parking lights from accessory power but have the ignition off and key removed.

Is that something you would use as a safety feature leaving your bike at night shortly to run in a store?

In all honesty I doubt many if any here leave a bike out with any lights turned on. It is quite possibly from a bygone era but left in the legislation as to what lights have to be on a vehicle. But I'm just one of many international countries HD ships to.

Certainly for cars parked on an unlit street at night the ability to have the red lights on at the back may just well save it from someone driving in to it even though they should have descent lighting to make out the obstacle.

Help us help you, give the specific model of bike, they are not all the same.

On some models it is the power for the fender tip light.

its a 93 springer softail.

the wiring diagram has the blue and white wire just ending on both ends in connecters, in the front its under the tank, in the back its the tailight connector. so it has no power ever. it basically useless as far as i can tell.?????

Harley uses it for something like Dan and Andy said

It's cheaper then maintaimaintaining a bunch of different Harnesses.

Interestingly, when I installed a OEM tac on my 04, they left out the pin in the speedometer harness.
