Default Is this normal?

I just installed stock saddlebags on my 1993 Heritage softail classic (came with custom bags w/ way too much fringe from previous owner). After installation, I noticed that when I hit a larger bump I can hear the left saddlebag bottoming out on the upper belt guard. I've checked the clearance and, although it is close, it looks right. I went back and checked to make sure everything was tight enough and it is. The saddlebag won't ride on the belt guard but does bottom out when I hit bigger bumps.

Has anyone else had this problem? Is my best bet to adjust the suspension? What problems might I run into if I ride with it like it is? Thanks for any advice you can give me.

I would think that maybe the mounting holes for the bag are a little longer thqan they should be and maybe that is why they bought new bags.

My 03 Heritage bags mount with a lower standoff that prevents this. Shouldn't the 93 be similar?
