Yes, all Harley's have had the lights permenently "turned on" for a number of years now, not sure how long but its been a while now.
So as long as the ignition is on, so are the two front turn signals ( at low power), the headlight, and tail light are all on.
Normal front turn signals have a two element 1157 bulb in them.
One element is for the running light and the other is for the turn signal.
If they really do have 1157's in there and wires for both elements there shouldbe a running light circuit in there.
Trick is going to be finding it and figuring out why its not already working.
I would start with testing the two circuits to see if there is power to them.
Then make sure there's afuse that's not blown for the circuit.
If they have 1156 single element bulbs like the rear ones, and you want them to work as running lights, I suggest you start looking through e-bay for a pair of front signals that do have the two element (1157) bulb sockets
