2007 FXSTC seat back bolt broke--need fix

Default 2007 FXSTC seat back bolt broke--need fix
I broke off one of the seat back bolts that holds the seat down. When I took off the seat to see how to fix it, the only fix I can see is to remove the cover and then take out the snapped off bolt. I'm open to other ideas on how to attach this seat or replace the bolt without taking off the seat cover. Any ideas?

I think taking off the cover will be the way to do it.
