Im not exactly the most inclined to do this mod BUT me and a buddy did this without issue. the cables and wires were long enough but I didnt do internal wiring and quite frankly, didnt need to. On another bike my indy charged me 250.00 for the install and I bought the parts from him w/a 10% discount.

Yes remove your tank if you need to extend wires. Always solder your connections and use shrink wrap. I replaced the bars myself on my Deluxe 3 times before I got the perfect fit. I use a 4' piece of small chain to pull my wires it makes it easy. I loved my Beach Bars, but I like them low and it makes for a very difficult slow speed turn. $65-$70 an hour is really cheap. Anything that is pre bcm takes a lot longer to do. Extending wiring or shortening wiring takes time pre bcm because there are so many more wires. Not to mention if cables are too short or long that would also have to be addressed. The shop I work at charges $100 an hour the shop I used to work at $125 an hour (both Harley shops). Handlebars can take anywhere from 6-8 hours, depending on what needs to be done. That doesn’t mean it will take the entire time, remember you’re paying for experience.
