i would bet most cops have no clue about motorcycle tuning and emissions regulations uless they are an informed enthusiast like we are.
i would not hesitate buying a component that is not "california compliant"
when i bought my rocker, i was buying it from oregon, but was moving to california. long story short, the oregon dealer wouldn't sell me the bike because i wouldn't be able to register it due to emissions regulations.
the only difference between the two bikes, is the california bike has the fuel vapor charcoal canister and the 49 state bike does not. my mufflers did not have cats in them.
so, in other words, don't worry about buying a non-california tuning product at this time, the future may be different though
I have heard some places in Cal do check the emissions and it will fail with PC lll unless you throw a very lean map in it for the inspections. Just be sure to leave the 02 sensors looking like they work.
Take it from a Californian that this total BS. Even when I got a ticket for loud pipes they did not inspect for anything but the pipes. I actually had to tell the clowns at the inspection station what the ticket was for as they were clueless.
