Bump on the use of shout. I wet down the rims and spray shout all over them. I let it sit for about a minute and then I take a spoke brush to it. Then rinse it off and WOW they will look brand new. Repeat on rear tire. There is a cool website called http://www.hawg-wash.com/. Thats where I got the information. I am not smart enough to have thought of this myself.
If your talking about cleaning the spokes I use a long (I thinks it's a 54") shoe lace. Put a little soap on, wrap it around spoke, pull it back and forth. Baby bottle brush for in between the spokes. 8 beers helps too.

i also take the sponges and strew brushes removed by baby bottle brush that with comprehensive adjustable sponges and strew stains to clean the slots and spokes, which works very well each time. In addition, you can take extra hot water and some vinegar to clean the spokes and slots wherever covered by gas stains, this might help.
I use a variation of the shoelace. A strip of terry towel. With the bike up, cleaning whitewalls and spokes takes about 30 minutes. Blechewhite for the tires, either car wash soap or Mothers instant detailer on the rims and spokes, depending on how much cleaning is needed.
Changed to stainless spokes/nipples. Only need soap and water and a cone shaped brush. Tried cleaning the OEM spokes once with various methods and it was a waste of time. I use an SOS pad on the whitewalls.
An enterprising individual could polish the SS and have them close to a chrome look. I'm not that enterprising.
