Question Happy Easter All ! Need Some Help

Hope everyone here had a good Easter !
I posted a tech question the other day on the tech forums and did not get much help so I"am going to post it here also.
Bike is a 08 Rocker C I live In So. Ca. Purchased V&H Big Radius Pipes and was hoping I did not have to do much to fuel map.
Asked dealer if they can install pipes since I need my 1000 mile service done and the answer on pipes was no ,pipes are not legal here ok no big deal.
Found shop that will do my 1000 mile service for a $100 cheaper than dealer plus they will install the pipes and dyno tune the pipes after they install them.
My big question is will they be able to remap the fuel or will I have to purchase a fuel pack ? Dealer said they would remap it after the pipes were installed for 2 bills. only reason for the pipes going on is that here in So. Ca. riding a bike nobody really pays attention to you on the road so thats why i purchased the pipes so I'll be heard and seen. So what have all you other Rocker Owners done after installing pipes ?

If you didn't do the air filter then you won't need to do a tuner or a useless remap. The new bikes have some ability to tune themselves when you add the pipes. If you do more addons then you may need a tuner of some kind.

yeah if you have not changed the air intake, then no need to remap.
