Rear 16x3 spoke wheel that will fit a 95 Softail.

Try ebay. When I was looking for my 21" there were a lot of spoke rims for earlier Softails. Other than that, it shouldn't be any problem finding a new one through American Classic Motors, V-Twin, or many other aftermarket vendors.

a lot of dealers are clearing out old rims for 75% off. There are 2 dealers in austin you can call and see what they have.

I might have one available by the weekend if my new rims are finally done and I can start on my Heartland kit. It would be off a 96 springer.
