Default 2000 Heritage shocks

My bike has 13,000 miles on it since 2000.The ride is very harsh.A local shop with an excellent reputation says the stock shock is a piece of s%$#.He is suggesting that I put on the progressive shock that sells for around $500(don't recall the model).
Also the fork oil has not been changed since 2000.
He will do all this for around $700 including the shocks.
I don't mind the money,but want it to be an improvement.
What do you think?
I am being told that the softail is not going to ride as well as the touring bikes,so maybe I am expecting to much,but I like the looks of my bike very much.
This is my first harley and really like the simplicity of the heritage and the versitilty.

You can find new-in-box Progressive 422s for under $400, and it's not terribly difficult to change them out assuming you have a motorcycle jack. $700 for the shocks, installation, and changing the front fork oil doesn't sound unreasonable.

It'll never be a Road King, but it'll ride much better with the Progressives.

the OEM's are not the best, but I dont think there a POS either,, I have looked into the 422 and believe they are and she would ride better with them, even better with some air shocks but they are salty. So I'll keep stocker till its time to R&R them. Normally I don't fix what ain't broke...

I suggest getting air ride although it is more expensive it will really improve your ride quality. Changing fork oil assuming you have drain bolts on the forks is a piece of cake. I would take the $700 and invest that in an air ride, and put it on myself along with changing the fork oil myself, but that is just me.

What are your shocks set at? Have you tried adjusting them?
