Do you have an electric fuel pump or is it gravity feed? I don't know about the carb'd models, but the EFI's all have electric fuel pumps. Most make a wirring noise when you hit the run switch with the ignition on.

Generally hot start issues with carbs is from fuel boil over from heat. Carb heats up from the engine and if the float level is at a high setting this fuel expands from the heat and runs into the cyls basically floading the engine. When the engine is running, the carb will actually be cool. Lower float setting will help, or even the angle of the bike when the kickstand is down has an effect on how much fuel will run in from this boil over.

It has a choke and petcock. Looks like a carb on the right side.

That whirring sound is just left over in your head from your Honda bike days when you had a radiator fan...

tell us where the noise comes from. remove some fuses until you find the one the stops the sound from happening the first time

In my opinion, I think the combustion level is higher on the FI models when they are warm. My Rocker does it some, but it seems like it is worse on warmer days. That's just my opinion, I could be wrong.
