The fall away test is really the only way to go for adjusting the headset, I don’t use a torque wrench on mine, I do it by feel. One good way to test your headset is to get going around 40 MPH and let go of the handlebars. If the bike goes into a wobble on decel between 40 & 30 MPH then the headset is too loose, tighten it up a little and try it again, when the wobble goes away you got it right.

Too F'n funny...curiosity got to me. So i went on a ride and guess what? I went around 75 - 85 mph on the freeway and i had wobbles....so i then wanted to see what happened when riding one handed, wobbles went away. Well aggro you hit it on the spot. I never had this problem to this extreme with any other of my bars. It must be the WIDE - lower - kite like posture the bars give you. THANX MAN...i feel like a moron!
