Talking fork earl question

Im going to change the fork oil in my 95 softail custom. Im gonna give the SE oil a try this time. My service manual says 10.2 wet oz and also says 11.2 dry oz. WTH does that mean?

I believe if you are putting on new forks this would be the dry, hence the need for more oil. If you are just changing your fork oil its wet cuz you can never get all the oil out of your forks.
