primary drain plug location on 1990 heritage softail classic
I see a bolt under the primay, can't seem to fit an allen wrench in it, could it be a hex bolt. Does anyone know where I could find a new bolt. Also is there a oil drain bolt all I see is the hose comming out of the oil pan.

should be a hose with clamp and plug to drain oil. it is a allen head right at back bottom of primary cover

thank..figured the bolt is damaged.. So there is no way to drain the oil from the bottom of the motor?

If there is no place the get the allen key on the drain plug drill it out and retap with a helicoil. You might want to invest in a service manual. If you do a search for oil changes, someone posted a link to a video that shows what to do around here.
