Yep. 11 3/4" (outside edge to outside edge) is at the base of the frame horns right at the frame. 7 3/8" is between the horns measured at the narrowest point.

Got an 05 FLSTC rear fender to go on my 04 FXST. Same color, a little scratch. No big deal seeing how there are other scratches.
Now it will be officially a Heritage instead of a Standard. Already did the front wheel and fender a year ago.
