The Train is LOW
I finally got this straight in my head and hope this helps you guys.
I loosened the 1 1/16" lock nut from the shock body, marked the shock body with a sharpie so I could count rotations.
According to Progressive the 422 shocks come at the weakest pre-load setting. I rotated my shock bodies 2 full turns counter clockwise (when looking from the front of the bike to the rear). This compressed the spring and made the shock stiffer, but no change to height of shock. As you know do it to both shocks. Hope this helps and I am attaching some photos.
