In case you don't know, a mid 90's FXST has different mounting holes than bikes made after 99, 2 hole vs 3 hole. It took me awhile to find a good 3" set for my 94 last year.

I just put heel rests on and could still use another inch, I'm looking for a way to lower just the pegs one inch..any ideas?

Get different forward controls. I got mine off Ebay for less than $200 and PC them black and they seemed to move the peg position down a little bit and forward. Cost money to be comfortable!!!
