All the dealerships have a sign posted saying that they will not modify exhaust or something to that extent...

Yep, here it comes! Dealers and HD will get sued by the EPA if they play with settings in the future. Its going to be another big payday for a government agency. HD is now making too much money for the EPA to ignore them. Greed is the name of the game.
Big fines are big power and larger paychecks for a massive agency that is out of control. IMHO

Bikes don't put out that much polution with their little engines and part time riders.

I was reading at American Iron Mag that agencies are talking about a compromise by charging a modification fee. I would imagine that the mechanic/dealer would pay the fee and then charge the customer the fee (after mark-up of course)

Does California have emission testing on a yearly basis?

Fastlane, no such test for bikes YET.

Irish fastback, check the link for a more precise answer. Click on Title Four then on Chapter 24.

Redondo Beach Noise Regulations

Cops are posting lighted signs in the city limits warning they are giving tickets for loud pipes (cars or bikes)[:@]. I guess I have to go to Malibu instead.
