I had this same problem. Loosen the center nut and try the horn, I bet it works every time. Now tighten the nut and I bet it is muffled. I had to put a large plastic washer that extended out past the edge of the center stud area onto to the horn body so I could tighten it down. It took a little bit to make it work. It had me puzzled for a while.
