Could be the TSSM (turn signal security module). Check your fuses first. And are you sure the new battery is good and seated properly in the fob?

I not reprogram mine either, but it would be the next logical step. It takes about 3 minutes to program. I would also take the fob into an auto parts store that has one of those displays that checks your fobs battery, to see if it is working or not.
If you eliminate the fob as the problem, then you check the fuses and eliminate them, only connectors and TSSM left.
If everything was good before he replaced the battery, then I would think it is the fob.
I would go to the point of getting a buddies spare fob that works and reprogram it to make sure the my fob is good before I replaced the TSSM. Fobs are cheap on ebay TSSMs are not.

Mine are two years old and I just replaced the batteries in both. Both work just as they did prior to only changing the batteries.

You put the new battery in upside down.
