Question Fatboy fallaway

I'm trying to set the fallaway on my fatboy, but the shop manual has me confused. I pulled the cap off the top triple tree, and underneath it was the stem bolt and washer. If I remove that, all I see is the stem itself. Am I supposed to use the stem bolt to make the adjustment? I have the lower pinch bolts loose. What am I missing here? I don't normally get this confused, but everything that came up in a search mentioned a star shaped nut that I don't seem to have.

There's probably a pinch bolt on the upper part of the stem too. At least there is on my heritage

loosen the pinch bolt, snug the top of the stem until it is right. tighten the pinch bolt and check again and then grease the bearings with marine grease.
