Default headlight/turn signals problem

I have a 94 softail springer and the headlight and turn signals will not work together, if the ignition switch is set on on "lights" the turn signals will work but the headlight will not. if the ignition switch is turned to "ignition" the headlight will work but the turn signals will not. any ideas??

By turn signals I'm assuming ur talking of the turn signals as running lights?
or they actually don't work as signals?
