I've got that one on my LO in black. I think it looks really nice with all that chrome on the Deluxe. My wife wants it for her Deluxe too. It's made of pretty heavy chrome. It's actually a Kuryaken product.
I have the same lay down frame on my Sporter, SB and Fatboy. You can find them cheaper on ebay and one vendor sales them including shipping for around $65.00. If I recall they are made by Kuryacan.

I must be missing something, I don't see the "3 holes" the chrome stock licence bracket that I have bolts (2) to a tab on the chrome tombstone housing.

The three hole mount is the standard Softail mount, if you go to Kuryakyn's web site you will see all the mounting options for their laydown plate mounts.
