On a stock bike, you can use our 2.00" baffle or smaller with no tune required. We still recommend tuning with any exhaust changes but the smaller baffles provide enough back pressure for the bike to tune back to stock settings. If you upgrade the A/C and exhaust I would recommend a fuel management system.

I put Rush slip-ons slash cut at the stealer when I bought my Heritage to get the sound and look, but minimize my cash outlay upfront. Looks great (much better than stock) and sounds MUCH better, deeper rumble and much louder/safer
From what I know, not doing a remap while just changing the exhaust/adding slip ons isn't a big deal, it's when you change the intake (really increase the airflow a great deal) is where a remap is needed/required. Good luck!
I have the Rush slip-ons with 1.75 baffles with packing removed otherwise the bike is stock. Great deep rumble and plenty loud. The bike still could use more power. Once I have the funds i'm going with Fuel Moto stage 1 AC and Power Commander V.
