Default Corrosion on front fork

Hi all: I am seeing a bit of corrosion on my front forks where the fender bolts to the forks. I have never seen this happen on any other bike I have owned. I do know the previous owner did not clean the bike very well (or ofter).

to get rid of the corrosion I am going to have to remove the fender and buff it out or use some synthetic steel wool to remove it. But when I put the fender back on I want to make sure the corrosion does not start up again.

So, who else has seen this, and what did you do to stop it?
