Looking at the newer Heritages (with the Half Moon rider footboards) and noticed that there are no listings on HD's parts site for Half Moon passenger footboard kits. Only Half Moon inserts and pan covers. Any reason for this?

Yup you can find it on page 409 of the catalog, in the touring section.
