The handlebar height law in RI is maximum of 15" above the seat.
As long as the cops aren't enforcing it, you could get a friend to help measure what feels comfortable to you.

If I was you I would order the 14" if you get the 1 1/2" bars but 16" if you get the 1 1/4" bars. To me the 1 1/2" bars look way better on the fl front end.
+1 - The 1.5" bars will really enhance the appearance of your Heritage.

I'd go with the 16s, 1.5" - that's what I have - I'm 6'3" & they are straight shoulder level - 14s might be comparable for you but I think you will wish you had gone bigger...16s are perfect at 6' tall, give or take 3-4"

Don't know if U even give a chit,,,, but Ur State law states the "MAX" handlebar height is 15" above Ur seat.......

Maybe U might take that in consideration...... Or maybe NOT......
