Default what is this?

What is this thing in front of the frame on this softail? At first I thought that it must be some sort of stabilizer but it looks like it just attaches to the frame low on both sides and back to frame at the top through the springs. Then when I looked closely I saw what looks like hoses coming in to the bottom. The second picture is a detail of the hoses. What is this?

I believe it is an oil cooler. I seem to recall coming across one when I was searching for oil coolers when I was thinking about getting a cooler for the 110F+ summer days around here. Never did.
