I use a cheap, medium soft paint brush (1 inch one will do) and regular dishwashing soap.
The brush easily gets into hard to reach places - like where the spokes cross each other.
This gets most of the dirt and brake dust off without taking too much time. After that a good rinse with the garden hose followed by some polishing cream on a shoe lace.
Just make sure to put some electrical tape around the metal bits of the brush to prevent the chance of scratches.
Oh yes, and a jack of course.

Use what ever U like, I use simple green cut with water, let then soak a couple, brush then off and rinse and wipe dry, then wax two times a yr.
This is also a real good time to check for any loose spokes....
