if cats are pulled from bike, does engine need a re-tune?

That sounds to me like the bike is running too lean. Have the jets on the carb checked.

The captain itch thing is nice but it can’t be good trapping all the heat in there like that. Your motor is air cooled and doesn’t need air blockage for cooling purposes.

I have that same exact bike, but with double the miles. I have true duals with Cobra Neighbor Hater mufflers, K&N air cleaner, and a Power Commander III. The bike doesn't run "cool", per se, but it is A LOT cooler than it would be without those mods. Even in traffic it's bearable (mind you, I didn't say 'pleasant'). My suggestion would be to run it with a wide band O2 sensor on a dyno to see what the mixture looks like. My local dyno guy charges $100/hr. This would be money well spent.
